(Shinagawa-ku, Tokyo; CEO: Osamu Sugie; hereinafter "WHILL"), a developer and provider of personal mobility systems, to launch a proof-of-concept study (hereinafter "the Demonstration") on the practicality of short-distance mobility in apartment complexes.
First, the demonstration will begin on December 7, 2025 at Zephyr Yokohama Sausalito Gannoki Park to test the practicality of a service model that contributes to mobility support and disaster prevention in daily life.

Background of this demonstration
In recent years, Japan's aging and shrinking population has led to the downsizing and restructuring of regional public transportation networks, and there is a growing need to reduce the burden of "last mile travel," especially in daily life.
In addition, with the growing awareness of the need to reduce environmental impact and decarbonization, there has been an increased focus on personal mobility (short-distance transportation) as a new means of transportation that does not emit CO2.
At the same time, as the number of users increases, so does social concern about traffic safety, and the importance of "safe and secure" means of transportation is growing.
Among these, in residential environments such as housing complexes where a diverse range of people live, from the elderly to those raising children, the introduction of personal mobility is expected to be effective as a means of supporting transportation within and outside the premises.
Against this backdrop, we focused on the potential of short-distance mobility as a solution that not only enhances the convenience of daily mobility, but also brings new value to people's lives.
Short-distance mobility is a means of transportation that travels in the walking domain without the need for a license. This demonstration will contribute to improving the quality of daily life by reducing the burden of transportation by the elderly for shopping and hospital visits, and by providing a safe and comfortable means of transportation for pregnant women. In addition to being a simple means of transportation, the vehicle can also be used to charge mobile devices using its battery during power outages, thereby demonstrating its multifaceted function to support people's daily lives both in normal and emergency situations.
In order to verify the practicality of this value-added service, we have decided to launch this pilot project at Zephyr Yokohama Sausalito Gannoki Park with WHILL, a developer and provider of short-distance mobility systems.

Implementation period: December 7, 2025 - February 28, 2026
Vehicles used: WHILL Model C2: 2, Model R: 2 (*)
Usage fee: Free of charge during the demonstration period
Method of use: Reservations can be made through the dedicated app or through the management staff.

■Future Outlook
Based on the usage status and residents' needs obtained through this demonstration, we will verify the possibility of developing this service as one of the value-added services for multi-dwelling units.
MHI has been implementing a number of mobility-based initiatives in the past, including condominium disaster prevention services, EV on-demand buses, and EV car sharing.
We will continue to expand our collaboration with different fields to create solutions that will also help solve social issues.
